Regulations Governing the Certification Process
This regulation sets forth the process by which the Department and the Board of Juvenile Justice will assess compliance with operating standards and approve residential and non-residential programs to operate in the Commonwealth's juvenile justice system.

Regulations for State Reimbursement of Local Juvenile Residential Facilities
This regulation sets forth the process by which the Department and the Board of Juvenile Justice will approve the Commonwealth's reimbursement of a portion of a locality's cost of constructing a juvenile residential facility.

Standards for Interdepartmental Regulations of Children’s Residential Facilities
This regulation is jointly promulgated by the State Boards of Juvenile Justice; Education; Mental Health, Mental Retardation and Substance Abuse Services; and Social Services. The goal of the regulation is to ensure that children's residential facilities provide adequate care, treatment, and education. The regulation addresses facility organization and administration, personnel, residential environment, programs and services, and disaster or emergency plans.

Minimum Standards for Virginia Delinquency Prevention and Youth Development Act Grant Programs
This regulation addresses the responsibilities and administration of Youth Services Citizen Boards, and also sets minimum standards for the administration of Offices on Youth, addressing community needs assessments, planning, personnel and operations, fiscal management, and program monitoring and evaluation.

Standards for Juvenile Residential Facilities
This regulation establishes minimum standards for residential facilities in the Commonwealth's juvenile justice system, covering program operations, health care, personnel, and facility safety and physical environment. It sets additional standards for secure custody facilities, boot camps, work camps, juvenile industries, and independent living programs. This regulation replaces five separate regulations governing secure detention homes, postdispositional confinement in secure detention, predispositional and postdispositional group homes, and juvenile correctional centers.

Standards for Nonresidential Services Available to Juvenile and Domestic Relations District Courts
This regulation establishes minimum standards for the operation of locally and state-operated court service units and for non-residential programs available to the juvenile and domestic relations district court, including those funded through the Virginia Juvenile Community Crime Control Act (VJCCCA).

Regulations Governing Juvenile Record Information and the Virginia Juvenile Justice Information System
The regulation establishes standards governing the form and content of juvenile record information submitted to the Virginia Juvenile Justice Information System, ensuring the integrity of the data, protecting the confidentiality of the juvenile record information, and governing the security and dissemination of information in accordance with law.

Minimum Standards for Research Involving Human Subjects or Records of the Department of Juvenile Justice
The regulation establishes a process for reviewing and approving research proposals involving human subjects to effectuate the provisions of Chapter 5.1 (Section 32.1-162.16 et seq.) of Title 32.1 for human research.

Regulations Governing Mental Health Services Transition Plans for Incarcerated Juveniles
The regulation governs the planning and delivery of post-release mental health, substance abuse, or other therapeutic services to incarcerated juveniles as they transition back into their communities.

Regulations Governing Juvenile Work Release Programs
This regulation sets forth the standards by which the Department may operate work release programs whereby committed juveniles (i) may be employed by private individuals, corporations, or state agencies at places of business; or (ii) may attend educational or other related community activity programs outside of a juvenile correctional facility.
