Executive Staff
Barry R. Green, Director of the Department of Juvenile Justice, is a New York native who moved to Virginia in 1974. Shortly after arriving, he began his career in Virginia state government with the Virginia Employment Commission (VEC). Prior to coming to DJJ on June 1, 2005, Green had served for several years as Deputy Secretary of Public Safety in the administration of Governor Mark R. Warner. Before that, he worked at DJJ as its Deputy Director for Finance and Administration. He has also served at the Department of Planning and Budget, another state agency, in a number of capacities.
Green holds an undergraduate degree in communications from Brooklyn College, and a master of public administration degree from Virginia Commonwealth University.
He and his family reside in Ashland, Virginia.
Sam J. Abed, Chief Deputy Director, was appointed on February 28, 2006, by Governor Tim Kaine. Mr. Abed previously served as Assistant Commonwealth’s Attorney in Sussex County and Norfolk City. In May 2005 he completed three years as a commissioner on the Virginia Commission for National and Community Service.
Mr. Abed holds an undergraduate degree from Virginia Polytechnic Institute and State University and a law degree from the University of Richmond’s T. C. Williams School of Law.
W. Stephen Pullen, Deputy Director of Administration and Finance, is a 35 year veteran of the Virginia Juvenile Justice System. After graduating from Old Dominion University in 1970 with a Bachelor of Science Degree in Psychology, he began his career as a juvenile probation officer with the Newport News Juvenile Probation Department. He has held numerous positions at Newport News including that of the first Intake Supervisor in the Juvenile Probation Department.
Actively involved in the separation of the Youth Services Division from the Department of Corrections and the creation of the Department of Youth and Family Services (now The Department of Juvenile Justice), in 1990, Steve was promoted to the position of Chief of Operations - Information and Evaluation with responsibility for numerous support units including Certification, Research and Evaluation, Information Systems, Capital Outlay, and Budget. Appointed Deputy Director in September 2002, Steve resides in Williamsburg with his wife, Gina, who is a Probation Officer in the Ninth District Court Service Unit.
Edward W. Murray, Deputy Director for Institutions for the Virginia Department of Juvenile Justice and a graduate of Norfolk State University, began his criminal justice career in 1967 as a Children's Supervisor at the Norfolk Detention Home. In 1973, Ed became the Assistant Warden at the State Penitentiary and served as Warden of both Staunton and Deep Meadow Correctional Centers.
In 1982, Ed was appointed Deputy Director for Youth Services and served in the capacity until 1985 when he became the Deputy Director for Adult Services. The following year, he was appointed the Director of the Department of Corrections and served that capacity for eight years.
Ed joined the Department of Juvenile Justice as the Regional Administrator for the Eastern Region in 1994 and subsequently transferred to the position of Chief of Operations for Institutions. He assumed his current position in July 1995. A Norfolk native, he currently lives in Richmond.
Tim Howard, a native of Cleveland, Ohio, is Deputy Director of Community Programs for the Virginia Department of Juvenile Justice. He is responsible for the management of three regional offices, 32 Court Service Units with a staff of over 950, the oversight of 24 Detention Centers, and the development and management of juvenile justice community-based services.
Prior to his coming to Virginia, Tim was Assistant Deputy of Parole, Courts and Community Services for the Ohio Department of Youth Services, and has managed court and parole services at both a regional and local levels.
Tim received his undergraduate degree from Cleveland State University and his MS in Rehabilitation Administration from DePaul University in Chicago. He served in the Peace Corps from 1973 - 1975 in Costa Rica and currently lives in Henrico County.
