Independent Living

Independent Living Services

Residential independent living services are contracted with private and/or public providers for offenders exiting the juvenile correctional centers. The Department manages a contract with Tidewater Regional Group Home Commission for the Transitional Living Program. The Transitional Living Program serves male offenders ages 16-21 who are on parole and are in need of acquiring competencies for living independently. Services focus on working with the parolee to complete high school or obtain a GED, obtain employment; educate the juvenile on budget management; and teach pro-social and practical skills. Upon release from the program, offenders should have sufficient funds and skills to obtain and maintain their own apartment. The Department also contracts with private providers for the individual purchase of residential independent living beds for male and female offenders and other specialized populations such as sex offenders. The privately operated programs are located in various locations throughout the state. These programs provide structure and supervision as well as addressing the treatment needs and independent living skills as identified. Funding through the Department is available for short-term placement with the goal of integrating the offender into an independent living environment or transition back home with a parent or guardian.
