Prospective Vendors Information – The Virginia Department of Juvenile Justice (DJJ), in conjunction with the Virginia Department of General Services (DGS), uses a web based electronic marketplace that brings government buyers and sellers together through eVA. Vendors are encouraged to visit the website at www.eva.state.va.us. Those vendors desiring to provide goods and services to the Commonwealth shall participate in the eVA Internet E-procurement Solution through either the eVA Basic Vender Registration Service or eVA Premium Registration and then complete the Ariba Commerce Service Network registration.

The Department is committed to ensuring fair consideration of all suppliers in its purchases of services, supplies and construction. Employees who make procurement decision for goods and services are expected to notify and give every consideration to using qualified, small, women and minority-owned (SWaM) suppliers in a manner that is consistent with state and federal laws and regulations. To that end, the Department has designated the Procurement Director and the Buyer Supervisor as the Supplier diversity Co-Champions to coordinate supplier diversity efforts, communicate and watch for supplier diversity opportunities, and monitor results. The Department works with the Department of General Services, the Department of Minority Business Enterprise, and others to provide supplier diversity training for staff though workshops, technical assistance, and executive roundtables. Solicitations of SWaM-owned businesses should not be construed as authorizing or directing the exclusion of non SWaM-owned businesses; rather, the purpose is to include as many qualified businesses as possible
Solicitations
- Includes Invitations for Bids, Request for Proposals, telephone calls, or any document issued to obtain bids or proposals for the purpose of entering into a contract.
- The Department of Juvenile Justice will partner with the Department of Minority Business Enterprise "DMBE" to secure solicitations from DMBE certified SWaM suppliers.
- Professional solicitations over $30,000 must be advertised in eVA.
- IFB solicitations notices over $50,000 may also be published in a newspaper of general circulation, at least 10 days prior to the date set for receipt of bids.
- All notices for Request for Proposals over $50,000 shall be advertised in DGS/DPS eVA, web site at least 10 days and published in a newspaper or newspapers of general circulation in the area in which the contract is to be performed.
- Purchases for $5,000 or less may be made upon receipt of a minimum of one (1) written of telephone quote from DMBE certified small supplier, if available.
- Purchases over $5,000 and up to $50,000 will include at least four (4) DMBE certified small businesses, if available.
- Purchases over $50,000 will include at least six (6) DMBE certified small businesses, if available.
- All contracts awarded for $100,000 or more to prime contractors shall include in the terms and conditions the required Small Business Subcontracting Plan.
