General Information
Bon Air Juvenile Correctional Center, with a budgeted capacity of 193, is located in the Bon Air section of Chesterfield, County. The facility serves an all male population with an average age of 16. Residents receive educational, vocational, mental health and rehabilitative counseling services during their stay. Residents housed at Bon Air have been convicted of crimes ranging from misdemeanors to felonies. Lengths of commitment for youth assigned to Bon Air may be a minimum of 3-6 months to a maximum of 7 years or until the age of 21.
Residents are not allowed to possess personal property and cannot receive packages, magazines, newspaper subscriptions, or for resident mail from adult or juvenile correctional centers. Everything that a resident needs is provided by the facility, unless a special arrangement needs to be made for a particular circumstance. The residents can receive only money orders or cashier's checks.
Behavior Management
LEADER, a modified military school style program, provides structure and is the basis for daily behavior management. Youth wear polo shirts and khaki pants. Each living unit is designated a specific shirt color to distinguish each unit. Youth earn rank and hold positions of leadership in their platoon, which supports the development of self-confidence and self-management.
The new behavior management program will be implemented this year entitled REACH (Responsibility, Empowerment, Achievement, Changes and Hope). The REACH program focuses on helping residents manage their own behavior in socially appropriate ways, so they can return to the community with "Hope" based on self-confidence, and an increase awareness of the expectations and rewards of positive, productive, and responsible citizenship.
Specialized treatment services include substance abuse, anger management, sex offender, and mental health services.
Education
The Department of Correctional Education (DCE) operates the schools within the juvenile correctional centers. The main purpose of the DCE schools is to provide the continuation of educational services while at the Correctional Center, with the goal of facilitating a smooth transition from the DCE school back to public school. DCE schools provide a wide range of educational opportunities. Emphasis is placed on basic skill remediation in the areas of math, language arts, reading and social skills. Physical education, library and vocational classes are also available. Individualized instruction is a key in these efforts.
Visitation Information
It is the policy of Bon Air Juvenile Correctional Center to enable and encourage all residents to have visits from family members. Through visitation, the resident is able to continue family relationships, which will be beneficial to the resident's return to the community. Each resident is allowed to have a maximum of four visitors, which can be immediate family members only, and must be on the approved visitation list and/or be approved by the Superintendent or the Administrator On Call. Immediate family members are parents/guardian, grandparents, stepparents, siblings, stepsiblings, and children of the resident. In order to assure the safety of residents and visitors, the facility visitation guidelines must be strictly followed, failure to do so may result in the suspension of visitation privileges; the guidelines are as follows:
All visitors must be registered no later than 30 minutes prior to the end of each session. Visitors arriving after that time will not be allowed to visit.
Search Requirements
All visitors are searched by an electronic scanning device and by pat-down frisk, in accordance with Institutional Operating Procedures. If after the initial search, it is believed that an additional search is necessary, a further search may be requested with the approval of the Administrative Duty Officer. If the visitor refuses a search, visitation will be denied for the day, and the Superintendent may review approval for future visits.
ID Requirements
All visitors sixteen (16) years of age and older will be required to present a picture identification card; e.g., driver's license, or any other official document bearing a picture and signature. Visitors under the age of sixteen will not be required to produce a picture identification card.
Age Requirements
All visitors under the age of eighteen (18) must be accompanied by a parent or legal guardian who is on the resident's approved visitation list.
Prohibited Items
Residents are not allowed to receive property, packages, money, food, or any other items at visitation. Visitors will not be permitted to take any items to the visiting area, except their Visitor's Pass. Visitor's identification will be held at the registration desk. All other property, including pocketbooks, rain gear, hats (except religious headgear), and extra clothing should be locked in the visitor's vehicle. Visitors with infants will be issued one disposable diaper and allowed one plastic bottle of formula (No glass bottles). In addition, the following items are prohibited:
Behavior During Visitation
Any behavior that disrupts the orderly operation of the facility may result in termination of visiting privileges. If there is denial/termination of a visit or other complaints regarding visitation, the visitor may request to see the Administrator on Call who will assist the visitor. Any efforts to circumvent or evade the visitation regulations established by Bon Air Juvenile Correctional Center may result in the denial of future visits, possibly over an extended period of time. In addition, violations of these visitation rules may result in court proceedings being initiated against the visitor. Whenever the visitor has visitation privileges suspended, the Assistant Superintendent for Programs will provide notice in writing to the visitor of the reasons and length of the suspension. The resident shall also be informed of the suspension. If the visitor wishes to appeal the suspension, a request for an interview with the Superintendent may be made.
Visitor Dress Regulations
Visitors may wear casual clothing that is reasonable and appropriate for a correctional environment. The facility reserves the right to refuse admittance to inappropriately dressed visitors. The dress regulations are as follows:

- Alcoholic beverages
- Controlled drugs
- Dangerous weapons (i.e., knives, matches, lighters, firearms, breakable items, etc)
- Cameras-Picture taking of any buildings, structures, security devices, the property in general, or residents is strictly prohibited
- Money, Personal Checks, or Money Orders (Only money orders will be accepted by mail)
- Medication (Medication must be taken prior to entering or after exiting the facility)
Behavior During Visitation
- Smoking Regulation - Smoking is prohibited in the facility
- Contact Between Visitors and Residents - Handshaking, embracing, and kissing on the cheek will be permitted only at the beginning and end of visits. Infants and toddlers may sit on the lap of a resident as long as appropriate behavior is exhibited. Staff will monitor for excessive physical contact, inappropriate behavior between resident and visitor, passing of contraband, and other violations of visitation rules. Any noted violations will result in the termination of the visit by the officer in charge, and possible suspension of visitation privileges
- Supervision of Children - The parent/guardian with a child is responsible for the behavior of the child. If the child is not properly supervised by the parent/guardian, the visit may be terminated
- Excessive Noise and Vulgar Language - Excessive loudness and loud talking which would disturb other visitors will not be tolerated. The use of vulgar language is prohibited and may result in termination of the visit

- No bare feet; footwear is required at all times
- Clothing that advocates or promotes drugs, alcohol, tobacco products, profanity, sexual promiscuity, antisocial illegal acts, negative racial, ethnic or religious sayings / slurs will not be allowed. Halter-tops, tank-tops, spaghetti-strap tops, muscle shirts, short-shorts, jogging shorts, biker shorts, spandex shorts, swim trunks, shower shoes, thongs, and tight-fitting clothing are not allowed to be worn. Visitors wearing dresses or skirts, which are too tight for an appropriate pat-down search, WILL NOT be allowed to enter the facility
- Male and female authorized visitors will be allowed to wear comfortable knee-length shorts (no short-shorts, spandex, or form-fitting shorts for either gender)
- Underwear is required. Females must wear a bra and panties, and males must wear underpants or under-shorts
- No pocketbooks, handbags, wallets, or money is allowed in the visiting room; lock these items in your vehicle. Furthermore, the facility is not liable for lost, stolen or damaged property
Visitation Schedule
Visitation is held weekly on Sundays as follows:
- 9:00 A.M. - 11:00 A.M. (Housing Units 61, 62, 63, 64, 65, 66, 67 and 68)
- 1:00 P.M. - 3:00 P.M. (Housing Units 53, 54, 55, 56, 57, 58, 59 and 60)

- Incarcerated juveniles are not allowed to possess personal property
- They cannot receive packages, magazines, newspaper subscriptions, or for resident mail from adult or juvenile correctional centers (unless from an immediate family members and correspondences have been pre-approved by both superintendents or head of the facility)
- Money can be mailed in the form of money orders or cashier's checks only
