General Information
The Reception and Diagnostic Center is located approximately two miles southwest of the Richmond city line in Chesterfield County near the town of Bon Air.
The facility was established in 1969 and occupied in 1970 to receive, classify, evaluate, and determine the placement for all juveniles committed throughout the Commonwealth to the Department. The budgeted capacity for the facility is 136.
The Reception and Diagnostic Center provides secure confinement for residents undergoing medical, psychological, academic, sociological and behavioral evaluation, classification, calculation of the Length of Stay, treatment planning, and placement.
Facility Mission
The mission of the Reception and Diagnostic Center is to assure the protection of the citizens of the Commonwealth through development and implementation of policies, procedures, and programs designed to hold high-risk residents accountable for their actions, and to ensure a structured, safe, secure and humane environment where supervision, evaluation, education, and programming are designed to assist residents to live crime-free lives.
Family Visitation
All residents are afforded visitation privileges, subject to any orders of the court and Departmental policy and programming. Visitation rules are necessary to maintain the safety of residents and visitors and to maintain the security of the facility. Except where there are safety or security concerns, residents have informal communication and physical contact with visitors. Departmental policies provide for visitation by four pre-approved members of the immediate family of the resident. Vehicles must be secured (closed windows and locked doors, or inhabited) in the parking lot. Personal items must be secured in the vehicle, as no personal items of any kind can come in to the facility. Vehicle keys must be surrendered at the door. All visitors are subject to search of their person to ensure that contraband does not enter the facility. All visitors 13 years of age and older must have picture identification and be on a pre-approved visitor list. Visitors are expected to refrain from wearing suggestive or offensive clothing.
Visitors who refuse to cooperate with facility policies or directives or who violate them, who attempt to circumvent the safety and security of the institution and its inhabitants are subject to immediate and/or extended/permanent loss of visiting privileges. Visitors who violate the law are reported to Virginia State Police for prosecution.
Directions to the facility and specific rules regarding visitation are mailed to the guardian upon arrival of the resident and well before the opportunity to visit. Residents do not receive visitors until after the first 30 days at the facility.
Officers of the court, law enforcement personnel, legal counsel and their staff may visit with residents by making arrangements with the assigned Evaluation Counselor. Photo identification is required. Visitation is confined to business days and hours. Exceptions to these guidelines require the approval of the Facility Superintendent.
Correspondence with Residents
Residents are permitted letter and card correspondence with private and professional individuals via the U. S. Mail subject only to limitations necessary to maintain institutional security. All but professional mail is opened and inspected for contraband and is subject to censor or rejection based on security issues. All legal mail addressed to residents must be opened only by the resident to whom it is addressed and in the presence of DJJ personnel. Residents may not receive pre-paid envelopes, stamps, postcards, monies of any type, pictures, or other enclosures. Residents cannot receive any packages.

- Visitation for residents is on Sunday.
- Visitors must present themselves to the check in area at the Administration Building in time to be processed to enter the secure perimeter in time for graduation ceremonies at 1:30 PM.
- The door to the check in area opens at noon and closes at 1:15.
- Visitors arriving after 1:15 will be checked in after 2:00 PM.
- Vehicle keys and picture identification must be surrendered to be checked in for visitation. These items are returned when visitors leave the facility.
- All visitors are subject to physical search at the check-in area of the Administration Building.
- Visitors are approved by the court, the facility and the resident.
- Only those family members listed on the approved visitor list may enter the facility and visit with residents.
- The only family members who can visit are the biological or adoptive parent, step-parent, grandparent, spouse, sibling, step-sibling, or child of the resident.
- Children under the age of 18 must be accompanied by an adult family member.
- Extended family member and persons providing transportation to the facility may not visit without the prior written approval of the court and the facility Assistant Superintendent for Programs.
- Special arrangements are made for residents who are in the Central Infirmary or serving isolation time during the visitation period.
- Residents and visitors are not permitted to mingle with other residents or visitors.
- Visitors may not give any item to the resident.
- Once visitors leave the visitation area, they are not permitted to return.
- Visitation ends at 3:00 PM.
