Accounting

The Accounting Section is composed of three main parts:

  • Payroll
  • Accounts Payable
  • General Accounting

The Accounting Manager is responsible for the oversight of:

  • All accounting activities to insure proper accounting and compliance with state and federal requirements
  • All accounting activity and reporting for the Juvenile Correctional Centers
  • The Comprehensive Annual Financial Report and end of year reporting for the agency
  • All general accounting tasks including accounts payable, accounts receivable, payroll, employee leave accounting and the statutory closing of the fiscal year for the Department

The Payroll Unit is responsible for:

  • Processing payroll twice monthly for about 1,800 full-time and 125 part-time employees
  • Handling overtime and leave payments, tax deduction, dues, health insurance, garnishments, and workers’ compensation as well as Virginia Retirement payments and the Virginia Supplemental Disability Plan
  • Processing the annual W-2s for employees

The Accounts Payable Unit is responsible for:

  • Processing all bills to include travel vouchers, small purchase charge card bills, and unclaimed property
  • Insuring prompt payment

The General Accounting Unit is responsible for:

  • Petty cash
  • Juvenile Correctional Centers’ accountability reports for Canteen
  • Residents’ accounts
  • Donation accounts
  • Accounts receivables, grants, and child support and USDA payments
  • Annual reports for financial statements for the Department of Accounts
