Certification

The Certification Unit monitors the compliance of residential facilities and court service units with standards promulgated by the Board of Juvenile Justice that regulate their safe and effective operation. The legal basis for the Unit is in the Code of Virginia 16.1-309.10 which provides that the Board of Juvenile Justice or its agents may visit, inspect and regulate any detention home, group home or other residential care facility for children who are in need of services, delinquent or alleged delinquent.

The Certification Unit conducts formal audits and monitoring visits on 69 residential facilities across the Commonwealth of Virginia. These residential facilities include a juvenile correctional center, 24 detention homes, and 25 community youth homes.

In addition to the residential facilities, the Certification Unit audits 34 Court Service Units. The Unit also maintains a twenty-four hour on-call for local programs to call and report major incidents.

To help programs and facilities meet all regulatory requirements, the department shall prepare guidance documents compiling all regulatory requirements applicable to each type of program or facility subject to this chapter and stating how compliance will be assessed. The guidance documents shall serve as the basis for monitoring visits, monitoring reviews, certification audits, and VJCCCA program or offices on youth audits.

6VAC35-20-61 Self-audit of programs and facilities subject to certification audits

All programs and facilities subject to certification audits shall, in accordance with the department's procedure conduct, except in the year the program or facility is subject to a certification audit, an annual self-audit for compliance with applicable regulatory requirements. Administrative Procedure VOL.I-1.5-02 Self-Audits of Programs and Facilities Subject to Certification Audits were developed to facilitate this process. Self-audits provide facilities and CSUs with an opportunity to self-identify areas of noncompliance and initiate corrective action prior to the Certification Unit conducting a certification audit.
