The Department of Juvenile Justice Announces Indictments

RICHMOND, Va. — The Department of Juvenile Justice announced several indictments authorized by the Multi-Jurisdiction Grand Jury for charges relating to a broad scheme to smuggle contraband into the Bon Air Juvenile Correctional Center. The indictments were presented by the Chesterfield County Commonwealth’s Attorney’s Office following a months-long investigation spearheaded by special agents within the Virginia Department of Juvenile Justice.

The Department of Juvenile Justice prioritizes, enforces and proactively ensures safety of all staff and youth in the Bon Air Correctional Facility. Significant security improvements over the past few years and regulated quarterly searches lead to the discovery of multiple items of contraband in Bon Air Juvenile Correctional Center. Special agents with the Department of Juvenile Justice’s Community Engagement Unit immediately launched and coordinated a multi-agency investigation into the source of these items. Among the found items were cell phones and vape pens. The results of the investigation determined that the recovered contraband was connected to a group of individuals outside of the facility. Facts and evidence were presented to a Multi-Jurisdictional Grand Jury by the Chesterfield Commonwealth’s Attorney Office, and multiple indictments were returned. Previously employed individuals are no longer employed at the Department of Juvenile Justice.

The following individuals were indicted by the Multi-Jurisdiction Grand Jury as presented by the Chesterfield County Commonwealth’s Attorney’s Office:

Rejae T. C. Cuffee, a 35-year-old resident of the City of Richmond, Virginia, was indicted by the grand jury on five felony counts including the carnal knowledge of a resident of the Virginia Department of Juvenile Justice who at the time was 15 years of age or older; felony possession of a Schedule I or II Controlled Substance (Methadone and Oxycodone), and delivering vape pens to a resident of the Virginia Department of Juvenile Justice.

Kathryn S. Brice, a 53-year-old resident of Albermarle County, Virginia, was indicted on three felony counts related to a conspiracy to acquire and provide a cellular telephone to a person committed to the Virginia Department of Juvenile Justice.

Francheska S. Hunt, a 38-year-old resident of the City of Richmond, Virginia, was indicted by the grand jury on four felony charges relating to providing contraband to a person committed to the Virginia Department of Juvenile Justice.

Isaiah D. Zampini, a 20-year-old resident of Chesterfield County, Virginia, was indicted on four felony counts related to a conspiracy to acquire and provide a cellular telephone to a person committed to the Virginia Department of Juvenile Justice.

These indictments are a part of an ongoing effort that includes many Virginia Department of Juvenile Justice resources. Together these resources help to make Bon Air Juvenile Correctional Center safe for residents and Department of Juvenile Justice employees. The Department is grateful for the efforts of the special agents and law enforcement parties who assisted in the successful investigation which culminated in the safe apprehension of those indicted. These indictments would not be possible without the assistance of the Virginia State Police, the Albemarle County Sheriff’s Department, the US Marshall’s Capital Area Regional Fugitive Task Force, and Office of the Commonwealth’s Attorney, the Newport News Police Department and Office of the Commonwealth’s Attorney, The City of Richmond Police Department and Office of the Commonwealth’s Attorney, the U.S. Drug Enforcement Administration, and the Office of the Chesterfield Commonwealth’s Attorney’s Office.
