Regional Service Coordination Model

DJJ utilizes and continues to expand a continuum of services and alternative placements that offer programs and treatments needed to divert youth from further involvement in the justice system, provide appropriate dispositional options for youth under supervision, and enable successful reentry upon committed youth's return to the community. DJJ has previously contracted with outside agencies to serve as the Regional Service Coordinator (RSC) and assist DJJ with building this continuum of services for youth and families. Effective July 1, 2026, DJJ will be operating the RSC model in-house and directly contracting with service providers.

The work of the RSCs is divided using DJJ’s six administrative regions. The RSCs support DJJ’s continuum of services by managing centralized referrals, service coordination, quality assurance, billing, and reporting. They are responsible for assessing existing programming, developing new service capacity, and selecting and subcontracting with providers. They also are responsible for monitoring the quality of the providers and fidelity to evidence-based practices and programs, completing ongoing service gap analyses, and filling those service gaps. The QA unit manages the RSC model while also focusing on CSU practice fidelity and providing implementation and operational support.

DJJ frequently receives inquiries from agencies interested in doing business with the state and about funding sources for services for juvenile involved in the juvenile justice system. More specifically we receive a high volume of inquiries about becoming an approved provider. All providers seeking to become providers within the RSC model must directly contract with DJJ through eVA.

DJJ has posted the Request for Proposals (RFP) to the eVA website. Providers must be registered and approved as a vendor with eVA in order to submit a proposal. Proposals are due no later than 7/28/25 at 2:00pm. Current providers are encouraged to submit proposals by the deadline to ensure they are able to continue delivering services for the youth. DJJ also welcomes providers not currently under the RSC model to submit a proposal. Providers should submit any questions regarding the RFP to Procurement via Gabriel.Washington@djj.virginia.gov no later than 7/23/25 at 2:00pm.
